Artificial intelligence and data centers: the opportunity behind energy

Paraguay is seeking to attract data centers and artificial-intelligence investment by leveraging its energy availability. The opportunity is real, but the economic outcome depends on a fundamental choice: use energy only as a low-cost input, or turn digital infrastructure into a platform for developing companies, technical employment and knowledge services.

The government’s stated thesis

During the Taiwan–Paraguay Technology Forum, the Ministry of Industry and Commerce argued that investment-attraction policy should balance incoming capital with benefits for the national productive ecosystem. The stated objective is to avoid processing centers operating as isolated activities and instead encourage developers, entrepreneurship, local investors and improvements in public administration.

This distinction matters. A data center can represent a large investment and consume substantial electricity while generating relatively few direct jobs once construction is complete. The impact grows when operations contract local maintenance, engineering, cybersecurity, software, telecommunications, training and professional services.

Energy opens the door, but does not close the decision

Evaluating an intensive technology project requires at least six conditions:

  • Available capacity and predictable electricity contracts.
  • Supply redundancy and transmission capacity.
  • Low-latency international connectivity and alternative routes.
  • Cooling systems suited to the climate and responsible resource use.
  • Physical security, cybersecurity and operational continuity.
  • Talent to operate, maintain and scale the infrastructure.

Hydroelectric generation availability does not mean every location has sufficient capacity or that connection will be immediate. Substations, lines, distribution capacity, complementary investment and implementation schedules must be assessed.

A relevant signal from ANDE

ANDE is advancing the digitalization of its networks through the Electric Office geographic system within the SGIDE project. The tool includes mapping of the national distribution network and seeks to improve asset management and service. For projects dependent on electricity continuity, accurate network information and digital processes are part of enabling infrastructure.

However, digitalizing network management does not by itself guarantee capacity, redundancy or quality at a specific site. Each project must obtain specific technical confirmation.

Where value can remain in Paraguay

The potential chain includes specialized construction, switchboards and electrical systems, cooling, monitoring, maintenance, networks, security, cloud services, data backup and application development. Universities and training centers can participate through technical programs and operator partnerships.

The state also appears as a potential user. The MIC proposes using artificial-intelligence capabilities to digitalize services, reduce bureaucracy and improve public processes. For this to produce results, infrastructure must be accompanied by quality data, governance, security and process redesign.

Risks and open questions

  • How much electricity capacity is truly available and where.
  • What transmission and connection investment each party must assume.
  • How many permanent jobs and local purchases the project will generate.
  • What environmental and efficiency commitments will be required.
  • How data, critical infrastructure and operational continuity will be protected.
  • What mechanisms will transfer knowledge to Paraguay’s ecosystem.
Radar reading: the energy advantage can attract infrastructure; lasting competitiveness will emerge only if Paraguay converts that infrastructure into technology capabilities, suppliers and its own solutions.
