The detention order also covers Carlos Carvallo

Paraguay’s prosecution service said its November 6 order No. 7 directed the detention of Santiago Peña and Carlos Carvallo as part of the criminal investigation into ueno bank. Ministerio Público.

Second group of depositors

A BCP statement reproduced by ABC Color says the second phase covers demand deposits above G. 10 million and up to G. 121,760,000. Depositors in this group must have no debt with Ueno Bank and an active account at another financial institution. A tally of credited payments and a schedule for later groups remain pending. Congress also elected Antonio Barrios, who was sworn in as vice president. Senado.

Constitutional transition confirmed

Paraguay's Senate removed President Santiago Peña on November 6 for poor performance in office. Vice President Pedro Alliana was sworn in to complete the constitutional term through August 2028. The Senate reported unanimous support among members present. Impeachment is not a criminal conviction.

Prosecutors also ordered Peña's detention during a criminal investigation connected to ueno bank. He denies wrongdoing and remains entitled to due process.

What the economy needs next

The transition comes as Paraguay's central bank resolves ueno bank following a severe solvency shortfall. Authorities face urgent questions about depositor access, pension investments, public funds, liquidity and institutional confidence. A presidential change does not automatically alter bank guarantees or repayment obligations.

Depositors and pensions

The BCP has announced an initial guarantee-payment group covering eligible depositors with up to G. 10 million, no debts to the bank and an account with another institution. More stages remain subject to official notices. IPS has submitted documents to protect its claims; its reported exposure of approximately USD 355 million is not a confirmed final loss.

Market signals

Investors should monitor verified repayments, economic appointments, USD/PYG quotations and sovereign bond prices. No particular currency move should be attributed to the impeachment without comparable post-vote evidence.

The political succession is confirmed; financial recovery and market consequences remain uncertain.
