MOPC reported on October 27 that lot 2 of the Avelino Martínez rehabilitation had reached 30% completion. That percentage applies to lot 2, not the entire almost six-kilometre intervention between Tres Bocas and San Lorenzo.
Works include concrete paving, culverts, kerbs and signage. The ministry estimates traffic at around 15,000 vehicles daily; that figure alone does not measure economic benefits.
Lot 1 was awarded for PYG 128,455,760,129 and lot 2 for PYG 114,303,279,862. These are awarded values. MOPC warns that available routes may change during construction, particularly in rainy conditions.
Radar reading: a shop or distributor on the corridor needs predictable access during construction. Confirming delivery routes, coordinating customer schedules and recording service delays are practical priorities. Physical progress is useful when connected to sections actually available for use.
After commissioning, monitoring should compare access continuity, travel times and rain-related interruptions. These are criteria proposed by Radar, not benefits already measured. The 30% figure updates lot 2’s execution record; it cannot be applied to the whole project or used to assume property-value gains.
