At the 2026 IDB Paraguay Operational Conference on 21 October, the Ministry of Economy and Finance (MEF) argued that public investment should be assessed through project outcomes, not simply budget execution percentages. Discussions focused on financial coordination, procurement, physical project monitoring and the long-term operation and maintenance of public assets. Officials cited the Projects Bank 2.0, monitoring instruments and the National Infrastructure Plan as tools under development to improve planning and implementation. For contractors and investors, more predictable project pipelines and realistic estimates of completion and maintenance costs could be significant. The conference did not announce new project funding or a specific construction award.
