Paraguay's ueno bank resolution is a test of economic confidence extending beyond one financial institution. Depositors need their savings, businesses depend on payment continuity, and mutual-fund investors need to know what their investment units are now worth. Political uncertainty adds another challenge without changing the legal nature of these distinct claims.

Deposits and mutual funds are different

The BCP initiated ueno bank's resolution on 2 November, announcing it on 3 November after finding severe capital-adequacy shortcomings. The deposit guarantee covers eligible deposits up to 75 minimum wages, currently G. 228.3 million per depositor and institution—not per bank account. A special advance of up to 40 minimum wages is subject to statutory conditions and deductions for overdue obligations. On 5 November the BCP announced the start of a first payment group comprising eligible depositors with up to G. 10 million, no debt to the bank and another active bank account. Announced procedures should not be confused with proof that everyone has received their money.

A mutual fund is a legally separate pool of assets owned proportionately by investors. A bank's failure does not mean the whole fund has disappeared. Yet the fund's assets can lose value, and investors' units are not individually insured as ordinary bank deposits.

What happened to the funds' investments?

The securities supervisor temporarily suspended redemptions for certain identified funds exposed to ueno bank. It said the measure was not a liquidation and did not apply to all funds. Resolution SV.SG. 0016/2026 requires ueno-issued financial and subordinated bonds to be valued at zero; deposits held by a fund at ueno bank are recognised up to the applicable guarantee limit for the fund, while the excess is provisionally valued at zero pending the bank resolution mechanism. Repurchase transactions and debt issued by other group companies follow different rules.

A zero valuation is not necessarily a definitive finding of zero recovery: amounts eventually collected above the recognised value are recorded as fund income when received. The impact on any investor depends on the precise fund portfolio, adjusted unit value and subsequent recovery, not a universal loss percentage.

Specific redemption restrictions were lifted for BASA's LP US Dollar Fund on 4 November and the BNB PY US Dollar Fund on 5 November. This does not prove every redemption was paid or that all funds resumed operations simultaneously.

Five questions every fund investor should ask

Request the fund's exposure to ueno-related assets; the unit value before and after adjustment; its effective redemption reopening date; settlement conditions and liquidity; and subsequent recovery notices. For illustration only, if 10% of a fund's assets were fully written down while everything else remained constant, the fund's value could decline by roughly 10%. This is not a forecast or a statement about any specific fund.

Containing the economic impact

Authorities should provide a verifiable payment calendar separating notifications, payment orders and credited money. Banks and payment operators should prioritize lawful continuity of essential transactions for households, workers and businesses. Fund managers should publish comparable data on exposure, liquidity and adjusted unit values. Public bodies should disclose identifiable amounts at risk and legal recovery mechanisms. Coordinated, technically precise communication helps limit rumours but cannot replace actual cash availability.

The exchange rate and institutional uncertainty

A financial shock may generate precautionary dollar demand, tighter credit and delayed investment, but not every currency move can be attributed to the ueno case. Interbank and customer exchange-rate series must be kept distinct. Political developments add uncertainty: on 5 November Paraguay's lower house approved an impeachment accusation against President Santiago Peña while his submitted resignation remained unresolved following a loss of quorum. These events are not, by themselves, a determination of guilt or a settlement of banking claims.

Three conditional scenarios

Orderly containment: payments proceed, fund values become transparent and normal payment channels resume. Slow recovery: asset resolution and disbursements take longer, constraining household and business liquidity. Confidence deterioration: additional delays or opacity cause greater credit caution and investment postponements. These are analytical scenarios, not confirmed outcomes.

Ultimately, confidence will be measured by money actually paid, redemptions settled on transparent terms and businesses able to operate—not by announcements alone.
