Paraguay's central government reported a cumulative deficit of G. 7.822 trillion, or 2.0% of GDP, through September 2026, according to the SITUFIN report released by the Ministry of Economy and Finance (MEF) on October 19.
Revenue and investment
Total revenue increased 1.6% year to date and tax revenue rose 2.4%. The ministry highlighted lower income from binational entities and the stronger guaraní's effect on import-related taxation.
Public investment reached G. 4.998 trillion, up 17.1%, including G. 3.356 trillion executed by the Public Works Ministry, a 39.4% increase.
What it means for business
Infrastructure spending could support construction and suppliers, but revenue growth and obligations to contractors constrain fiscal room. This is editorial analysis, not an official forecast of private investment.
The rolling 12-month deficit was 3.0% of GDP and the MEF projected 3.2% for full-year 2026. Both differ from the 2.0% cumulative January–September figure.
