Infrastructure and logistics · 4 November 2026. Paraguay's public works ministry (MOPC) reported progress on lot 1 of the PY17 road on 3 November. The 44-km stretch from Pedro Juan Caballero was almost 26% complete according to the September 2026 report.

Works under way

Earthmoving, embankments, roadbed preparation and eight reinforced-concrete drainage culverts are included in the works. This does not mean that all 44 kilometres are paved.

Scope and financing

The overall road covers 221 kilometres in four lots across Amambay and Canindeyú. An estimated 150,000 people stand to benefit. It will connect Pedro Juan Caballero, Zanja Pytã, Capitán Bado, Itanará and Ypejhú. The lot 1 contract, awarded to Consorcio TC, is worth G. 391,554,309,003, with completion scheduled for February 2028. FONPLATA provides USD 220 million of project financing; this must not be added to the lot contract as a separate investment.

Radar analysis

Road access may support border trade, agricultural shipments and public services, but the actual economic benefit will need to be measured after completion.
