ANDE presented its 2024–2043 Generation Master Plan again on September 11, a roadmap intended to sustain energy security, diversify the matrix and incorporate new renewable sources. For investors, the central point is that Paraguay’s hydroelectric advantage requires new investment to keep pace with demand and industrial growth.
What the Master Plan proposes
The generation strategy analyzes expansion through solar power, small hydro plants, storage and alternatives linked to binational hydroelectric generation. ANDE also has specific master plans for transmission and distribution, so expansion must be read as a system rather than only as new generation.
A concrete signal for 2026
The Generation Master Plan includes, in scenarios analyzed by ANDE, investment associated with new solar generation during 2026. It is a diversification signal, but plan amounts are technical projections and should not be confused with works already executed.
What it means for companies and investors
National electricity availability does not by itself guarantee immediate capacity in every location. Energy-intensive industries, data centers and logistics projects must verify available capacity, transmission and distribution infrastructure, supply quality, connection times and expansion needs.

The opportunity lies in a matrix with a high renewable share and in the planned expansion of the system. The risk is that demand grows faster than the necessary works, or that a business project confuses national energy abundance with local technical availability.
