The second WRC Rally del Paraguay, held from August 27 to 30 in Itapúa, generated an estimated total economic impact of $209.9 million, up 57.5% from 2025, according to findings released on October 9. Investors need to distinguish visitor expenditure from modeled indirect effects and the estimated advertising value of media exposure.
The $105.4 million in direct visitor spending
Paraguay's Ministry of Industry and Commerce (MIC) attributes $105.4 million to direct visitor and resident spending: $45.3 million from international visitors, $51 million from Paraguayan visitors traveling from other cities and $9.1 million from Itapúa residents.
An estimated $100.5 million in induced consumption and approximately $3.98 million in equivalent advertising value make up the remaining impact. Advertising value is a valuation of exposure, not sales receipts. The headline $209.9 million figure is therefore not foreign direct investment, a measured tax windfall or verified incremental revenue received by businesses.
International visitors and local demand
Organizers reported 267,931 participants and 54,881 international visitors from 50 countries. They also counted more than 884,000 attendances across four days. The latter measures accumulated visits, not distinct individuals.
According to MITIC, 45% of foreign respondents in the survey were visiting Paraguay for the first time. This is evidence of the event's reach within the surveyed sample, not a forecast of repeat visits or future investment.
Business segments reporting higher transactions
The MIC says one payment processor observed purchase volume 41% above a usual week in Itapúa during the rally. In that processor's data, spending increased by 95% in restaurants, 65% in pharmacies, 55% in fuel, 34% in supermarkets and 22% in hotels.
These percentages refer to the transactions measured by one payment operator and a defined comparison week. They should not be extrapolated to every business in the region or presented as sustained annual growth.
What this means for investors in Itapúa
Concentrated visitor demand may justify improvements in hospitality operations, food services, transport and technical support. However, investment decisions in hotels or logistics infrastructure require year-round occupancy, average rates, seasonality, recurring events and verified long-term demand.
Investors should track repeat tourism expenditure, contracts retained after the event, connectivity improvements, actual capital commitments and the schedule for the next rally.
Radar's assessment: the rally is evidence of regional economic activity and international visibility. The estimated $209.9 million impact is not an equivalent amount of new investment; sustainable returns depend on converting peak event demand into recurring business.
