Paraguay's central government executed approximately 53 trillion guaraníes through September 2026, or 62% of its approved annual budget, the Ministry of Economy and Finance (MEF) reported. The financial execution ratio must not be confused with the fiscal deficit or the implementation rate of public infrastructure projects.

Where public expenditure was concentrated

Personnel expenditure represented about G. 18 trillion, or 35% of executed expenditure. Transfers reached approximately G. 15 trillion, or 29%. The executive branch accounted for 94% of spending, equivalent to G. 49 trillion.

How execution was financed

Treasury resources covered 67% of execution, public borrowing 17%, and institutional funds 16%, according to the MEF. Priority social programmes included the universal elderly pension and Tekoporã Mbarete.

Radar analysis: the 62% rate is useful for monitoring public finances, but does not by itself prove increased physical investment. Assessing economic impact requires separate evidence of completed works and actual disbursements.
