ATOME said on October 1 that it had given notice to terminate its 2022 Power Purchase Agreement with ANDE, effective at the end of 2026. The agreement had been amended to raise committed supply to 145 MW. The company also said discussions on a new supply solution could continue.
From energy resource to bankable contract
For a power-intensive investment, access to renewable generation does not settle the investment case by itself. Viability also depends on available capacity, transmission, tariff conditions, contract duration, connection times and regulatory predictability. Paraguay's Industry and Commerce Minister said termination of the previous agreement does not prevent negotiations from continuing.
Radar view
The investor signal goes beyond ATOME: Paraguay retains a structural energy advantage, but turning it into financeable projects requires coordination across generation, grid capacity, contracts and industrial policy. Investment announcements should be assessed together with concrete supply and execution conditions.
What to watch next: whether a new supply agreement emerges, how discussions between the parties evolve and what rules become established for future large consumers. Allegations of treaty or contractual breaches reflect ATOME's position and should not be treated as an independent determination.
