Paraguay became the 26th signatory to the Pax Silica Declaration on October 23. Foreign Minister Rubén Ramírez Lezcano signed in Washington at a State Department ceremony attended by Under Secretary for Economic Affairs Jacob Helberg.
Paraguay's Foreign Ministry said cooperation covers the country's critical minerals and hydropower for advanced intelligence infrastructure, alongside initiatives involving security practices, infrastructure and incentives.
Implications for businesses and investors
Accession broadens the framework for technology cooperation. The release provides no project portfolio, committed investment amounts or implementation deadlines. Business opportunities require identifiable projects, participation requirements, financing and contracts. Signing a declaration and bringing an investment into operation remain distinct stages.
